That's odd. The following command works for me at a linux box I have:
install.packages("Zelig", repos="http://gking.harvard.edu")
Alternatively, you can download xxx.tar.gz file from
http://gking.harvard.edu/src/contrib and then do
R CMD INSTALL xxx.tar.gz
at the command prompt.
