I'm not sure of the direct answer to your question (Delia Bailey, who wrote the Zelig bridge functions, probably knows; what do you think, Delia?), but one thing you can do is to define a single level of nesting from the multiple levels so each precinct in the U.S. can be seen as within a county, and each county within a state, but it can also just be given a unique number and treated as from a single collection of precincts nationally. Not exactly what you wanted, but it works.
